BAN ON THE IMPORTATION OF VEGETABLES? A SLIP OF THE TONGUE OR AN EXECUTIVE DIRECTIVE?

Foroyaa has the full text of the speech delivered at the National
Assembly by the President on 27th February 2015. We read every page
but saw no mention of the ban on the importation of vegetables. This means that the talk of a ban was a side comment.
Has any study been done to know the variety,  quantity  and quality of
vegetables being produced in the country,  the demands of the  various
sectors, the business contracts entered into  by importers, the loans
taken, the debts owed and so on and so forth.
This gives the impression that the country is  being managed on the
basis of the whims and caprices of a person instead of relying on
policies, strategic plans, regulations and laws empowering different
authorities to make rules to govern different sectors.
Foroyaa will begin to review all the executive orders and explain
their implications both in legal and developmental terms. We hope our
readers would understand why there are provisions in the constitution
to impeach Presidents for violations of the constitution and why
critical minded National Assembly members should be elected to ensure
that the Executive upholds the constitution and avoids impunity.
