Foroyaa has been searching for the records of the prisoners who have been released for publication but to no avail. At the recent retreat of government officials the poor nature of keeping data and records was highlighted.

The problem is however deeper than projected. One has to compare budget speeches and other documents to discover a multiplicity of figures which require validation. However, the greatest obstacle to proper record keeping is the failure to adhere to the dictates of the law. In short, proclamations and orders provided by the constitution such as the prerogative of mercy are called subsidiary legislation which should be published in the Gazette.

Foroyaa would not have had any difficulty in knowing who is released if the law was adhered to since all the names would have been published in the Gazette.

Let us wait and see whether the law would be adhered to this time because of the massive nature of the release.
